　　三亚中央商务区是海南自贸港建设的11个重点园区之一，园区着力构建以总部经济、金融服务、现代商贸、邮轮游艇为主导，专业服务、文化休闲为支撑的“4+2”现代产业体系，致力于建设成为国际化的区域总部经济及中央商务集聚区、国际旅游消费中心引领区。

　　Central Business District(CBD) of Sanya City is one of the 11 key parks supporting the construction of free trade port in Hainan Province. This park strives to build a "4+2" modern industrial system with headquarters economy, financial services, modern commerce and trade, cruise and yacht services as its leading industries, and with professional services and cultural leisure services as its supporting industries. It is committed to building itself into an international regional headquarters economy complex, a central business agglomeration area and a leading center for international tourism and consumption.

　　一、产业规划

　　I. Industrial Planning

　　园区处在三亚市中心城区，总规划面积442.51公顷，含凤凰海岸、东岸、月川、海罗四大单元。

　　The park is located in the downtown area of Sanya City, with a total planning area of 442.51 hectares, including four units (Phoenix Coast, East Coast, Yuechuan Village and Hailuo Village).

　　凤凰海岸单元，定位为旅游港自贸服务与邮轮、游艇、文化艺术综合消费区。规划面积202.40公顷，包含自贸服务旗舰区、凤凰岛国际邮轮母港配套服务及文化艺术地标区、邮轮主题休闲区、南部文化艺术体验区、南边海环河口国际游艇港和主题消费区。

　　Phoenix Coast unit is meant to function as a tourism port for free trade service and comprehensive consumption area for cruise, yacht, culture and art services. The planned area is 202.40 hectares, including free trade service flagship area, supporting services of International Cruise Home Port of Phoenix Island and landmark area for cultural and art, leisure area of cruise theme, experience area for Culture and Art of the South, South Haihuan Estuary International yacht port and themed consumption area.

　　月川单元，定位为金融产业核心区、综合商务区与国际滨水商业文化步行街。规划面积43.61公顷，包含总部商务区、国际滨水商业文化步行街和东侧商务配套区。

　　Yuechuan unit is meant to function as a core area for financial industry, comprehensive business district and international waterfront commercial and cultural pedestrian street. The planned area is 43.61 hectares, including the headquarters business district, the international waterfront business culture pedestrian street and the east business supporting area.

　　东岸单元，定位为大型综合消费商圈和总部经济核心区。规划面积95.98公顷，包含总部核心启动区和中央公建设休闲商圈以及综合办公区。

　　East coast unit is meant to function as a large integrated consumer business district and core area for headquarters economy. The planned area is 95.98 hectares, including the core start-up area for headquarters and the leisure and business district of the central public construction as well as the comprehensive office area.

　　海罗单元，定位为国际人才社区和花园总部。规划面积100.52公顷，包含国际人才社区、国际医院、国际学校和国际文化交流配套区以及总部办公区。

　　The Hailuo unit is meant to function as the international talent community and garden headquarters. The planned area is 100.52 hectares, including the international talent community, the international hospital, the international school and supporting area for the international cultural exchange, as well as the headquarters office area.

　　二、机构设置

　　II. Institutional Framework

　　2019年12月25日，三亚市委、市政府批准成立三亚中央商务区管理局，作为园区管理机构。三亚中央商务区管理局实行“法定机构+平台公司”的运行模式，发挥法定机构干事创业平台优势。管理局内设机构现有综合部、党群部、组织人事部、规划建设部、投资发展部、行政审批部、制度创新部、合规部、财务部、产业一部、产业二部、产业三部12部门，成立了三亚商务区开发建设公司和海南国际游艇交易有限公司两家平台公司。

　　On December 25, 2019, Sanya Municipal Party Committee and Municipal Government approved the establishment of Sanya Central Business District Administration as the management organization for the park. Sanya Central Business District Administration implements the operation mode of "legal institutions + platform companies", and gives full play to the advantages of the entrepreneurship platform of legal institution. The authority has 12 internal organs, which include the General Department, Party and Mass Department, Organization and Personnel Department, Planning and Construction Department, Investment and Development Department, Administration and Approval Department, System Innovation Department, Compliance Department, Finance Department, Industry Department 1, Industry Department 2 and Industry Department 3. It has also established two platform companies, which are Sanya Business District Development and Construction Company and Hainan International Yacht Trading Co., Ltd.

　　三、营商环境

　　III, Business Environment

　　一枚印章审批：64项审批事项权限和区域评估成果归集到园区企业服务中心办理，从审批到建设再到投产的全通道提速，审批具体事项最短当天办结、最长三天批复。

　　Approval with one seal: the authority of 64 items of approval and the results of regional evaluation shall be handled in the Enterprise Service Center of the park. The whole channel from approval to construction to production shall be speeded up. Specific items of approval shall be completed in less than three days.

　　一个窗口流转：园区企业服务中心实行流转闭环式审批服务模式，一窗接件，一窗取证，审批服务平均时限由原来的20天压缩到5天，审批效率提高75%。

　　Circulation in one window: The Enterprise Service Center of the park implements the closed-loop examination and approval service mode, with one window to receive applications and to obtain certificates. The average time limit of examination and approval service is reduced from the original 20 days to 5 days, and the examination and approval efficiency is increased by 75%.

　　一套机制便企：建立一次性告知制、上门服务制、电话预约制、全程代办制等一套便企制度，积极探索“承诺即办”审批准入路径，有效增加园区项目建设和产业发展的自由便利化程度。

　　A set of convenient mechanism for enterprises: set up one-time notification system, door-to-door service system, telephone appointment system, whole-process agency system, etc., actively explore the "promise means immediate action" access path for examination and approval, and effectively increase the degree of freedom and facilitation for project construction and industrial development in the park.

　　一人极简审批：园区试行“审批官”制度，一般审批事项经过一名对口“审批官”就能极速办结，重大审批事项由首席审批官审核批准，实现部分事项当天办结，需要现场勘察或专家评审的审批事项在审批环节不超过3个工作日，企业拿到审批结果平均时长为5天。目前经省人大常委会批准，园区已实行特别极简审批。

　　One person minimalist approval: The park tries out the "examination and approval officer" system. General examination and approval items can be handled as quickly as possible by a single "examining and approving officer" with topspeed. Major examination and approval items shall be examined and approved by the chief examination and approval officer. Some items shall be completed on the same day. The examination and approval items requiring on-site investigation or expert review should not exceed 3 working days in the examination and approval process, and the average time for enterprises to get the examination and approval results is 5 days. At present, approved by the Standing Committee of the Provincial People's Congress, the park has implemented special minimalist examination and approval.

　　一个专班服务：设立专职“商代表”专班，对入园项目提供一对一精准化服务，为企业提供商事代办、审批代办、政策咨询、政策兑现等全流程全生命周期优质服务。

　　One special group to provide targeted services: Set up a full-time "business representative" special group to provide one-to-one precise services for the entry projects, and provide enterprises with high-quality services in the whole process and whole life cycle, such as commercial agent, approval agent, policy consultation and policy fulfillment.

　　四、招商引资

　　IV. Investment Attraction

　　2020年1-7月，已有中国大唐集团海外控股有限公司、海南复星旅游文化投资公司、大悦城（三亚）投资有限公司、大家投资控股有限责任公司等211家企业在三亚商务区新注册或迁入，其中已注册的500强企业达9家。另有78家企业的正在办理注册手续。

　　From January to July of 2020, 211 enterprises, including China Datang Group Overseas Holding Co., Ltd., Hainan Fuxing Tourism and Cultural Investment Co., Ltd., Joy City (Sanya) Investment Co., Ltd., and Mass Investment Holding Co., Ltd., have newly registered or moved into Sanya Business District, among which 9 have registered top 500 enterprises. Another 78 companies are going through registration procedures.

　　五、项目建设

　　V. Project Construction

　　目前，三亚中央商务区谋划出第一批固定资产项目87个，总投资430亿元，其中政府投资项目67个，总投资约146亿元。社会投资项目20个，总投资284亿元。2020年计划实施项目52个，总投资约320亿元，年度计划投资80亿元。

　　At present, CBD of Sanya has planned the first batch of 87 fixed asset projects with a total investment of 43 billion yuan, among which 67 are government investment projects, and 20 are social investment projects with a total investment of 14.6 billion yuan. 52 planned projects are to be implemented with a total investment of 28.4 billion yuan in 2020, with a total investment of 32 billion yuan and annual planned investment of 8 billion yuan.
