Hainan International Commodity Trade Center Project

1. Positioning and Functions

(1) Positioning:

The project is based on global consumer goods exhibition trade and consumer goods industry exhibitions, integrates the market and selects Chinese-made commodities, drives tens of thousands of business entities coming to Hainan to display and trade (hereinafter referred to as "Exhibition and Trade Center" ) As a platform to influence the Southeast Asian market; gather high-quality imported goods from global brands, take advantage of Hainan’s offshore duty-free advantage, and sell them to whole China through the Exhibition and Trade Center.

(2) Functions:

★ Product display throughout the year;

★On-site negotiation and transaction;

★ Short-term exhibition display;

★ Visitor shopping center;

★Storage and logistics supporting service;

★ Service facilities such as hotels, restaurants, supermarkets, etc.

2. Planning Site Selection and Land Use Scale

The project is planned to be located in the airport economic zone of Meilan Airport. The project covers an area of 1,000 acres, and the preliminary planned total construction area is 1.2 million square meters.

3. Investment Scale and Construction Period

The total investment of the project is about 5 billion yuan. The construction period is 5 years and the completion time is December 2025.

4. Goals and Targeted Investors

To become a global smart modern exhibition and trade complex, a landmark achievement in the construction of Hainan Free Trade Port, and an important carrier of cross-border business services. The main investment targets are: multinational enterprises focusing on the introduction of investment and operation of large-scale commercial complexes, and well-known groups and enterprises with investment experience and industrial resources in exhibitions, conferences, international trade, retail business, and cultural tourism industries are preferred.

5. Analysis of Strengths

(1) Preferential Policies

(2) Unique Geographical Advantage

The project is planned to be located in the airport economic zone of Meilan Airport, which has obvious location advantages. First, it is adjacent to Meilan Airport, with convenient flow of personals and logistics, and complete surrounding logistics facilities. With the opening of Hainan’s 6th air rights, Meilan Airport’s international route resources have steadily increased; second, it is close to Haikou Port, with convenient airport and seaport linkages. The diversified needs of commodity logistics can be greatly satisfied; the third is the geographical advantage of being backed by the Qiongzhou Strait and close to the mainland, which not only facilitates the gathering of mainland people, but also facilitates the project's digital trade hub function to more conveniently connect the mainland and overseas regions.

6. Project Planning and Supporting Facilities

(1) Industrial planning

The project complies with the "Guiding Opinions on Promoting the Development of the Commodity Exchange Market Development Platform Economy issued by the Ministry of Commerce and other 12 departments", the "Implementation Plan for the Construction of an International Tourism Consumption Center in Hainan Province", and the "Mid-term and Long-term Development Plan for the Convention and Exhibition Industry of Hainan Province (2017-2030)" , "Haikou Jiangdong New District Master Plan (2018-2035)" related plans.

(2) Surrounding construction and city supporting facilities

Convenient and fast inter-city transportation network; relying on multiple transportation modes to build a seamless transfer transportation support system; the airport free trade zone near the airport economic zone; complete infrastructure facilities and complete free trade industrial system.

(3) Cooperate Mechanism

At present, the Investment Promotion Department of Haikou Jiangdong New Area Administration Bureau of Hainan Free Trade Port in China is coordinating and leading this project and forming a working group. The deputy director of the investment promotion department serves as the team leader to communicate and liaise with the Municipal Development and Reform Commission, the Municipal Bureau of Capital Regulation, the Municipal Bureau of Commerce, the Municipal Transportation, Port and Shipping Bureau, the Municipal Finance Bureau, and the Municipal Taxation Bureau.
