The biomedical industry park is located in Mei'an Ecological Science and Technology New Park, with a planned land area of 9926.6 mu. Including:

3. Investment Scale and Cycle
The project includes foreign high-end advanced bio-medicine production plants, public works, office and living rooms, production process equipment, auxiliary equipment, laboratory equipment, etc., with an investment of about 20 billion yuan. It is estimated that the fixed asset investment of the project will not be less than 4 million yuan per mu, the expected annual output value of the project will be not less than 7 million yuan per mu, and the annual tax payment will not be less than 800,000 yuan per mu. The project has strong profitability and anti-risk ability.
4.Project Planning and Supporting Facilities
(1) Industrial background
Haikou National Hi-Tech Industrial Development Zone is the main position of Haikou's pharmaceutical manufacturing industry. It has the following advantages:
Firstly, the concentration of pharmaceutical companies. In 2019, there were 122 industrial enterprises in the high-tech zone, of which 37 were industrial pharmaceutical manufacturing in the park, with an industrial output value of 16.06 billion yuan, a year-on-year increase of 14.9%. The 27 pharmaceutical companies have been rated as high-tech enterprises and have 308 valid invention patents. The Qilu, Shuangcheng, Huanglong and many pharmaceutical companies have successively obtained international "passports" such as US FDA certification. It has 23 technical centers and key laboratories at the municipal level and above. Hainan Medical College, Jointown, Hainan Provincial Institute of Materia Medica, etc. have successively entered the park;
Secondly, starting the construction of a pilot base for the transfer and transformation of major new drugs. In July 2019, the Hainan Provincial People's Government signed an agreement with the Ministry of Science and Technology and the National Health Commission to jointly promote the transfer and transformation of major new drug creation and national science and technology projects as a pilot demonstration base;
Thirdly, cooperating with Shanghai Lingang Group to conduct high-level planning and investment in the high-tech zone with Mei'an Technology New City.
(2) Industrial supporting facilities
The construction of the supporting facilities of the Meian's five networks has been basically completed, and the public services are basically complete. The total length of the road is about 60 kilometers, and the north-south connection has been realized. At the same time, carry out "spongization" transformation, ecological restoration, and "five modernization" construction to convert ecological advantages into industrial advantages and investment advantages; the Meian Headquarters Economic Zone project covers an area of about 171 mu, and the nature of the land is commercial/ business/ administrative combined office land, the total investment of the project is about 2.04 billion yuan, and the construction content includes supporting facilities such as business office buildings, four-star hotels, park service office buildings, single-family office buildings and garden landscapes.
Meian International Technology Innovation Center is located in the core area south of Meian Technology New City. It covers an area of 159 mu, with a total investment of about 471 million yuan and a total construction area of about 160,000 square meters. The main construction content includes production factory、office buildings and equipment room.
(3) Living and education facilities
★The Mei’an Huafu is located in Mei’an Park, covering an area of 54 mu. It has 9 residential buildings and related commercial service facilities.
★The Medicine Valley Talent apartment, which is about 20 minutes’ driving from Mei’an, covers a total land area of about 108.22 mu for residential construction. A total of 3786 sets, including a public kindergarten, a commercial complex and community services;
★The Yongxiu Garden is about 25 minutes car-distance from Mei'an, 23 residential buildings, a total of 13,344 households, the surrounding includes commercial and community services, supermarkets, and convenient transportation.
★The Haikou School (under construction) affiliated to Shanghai World Foreign Exchange is located in Mei’an Eco-Tech New City. It is a 12-year consistent school including kindergarten, elementary school, middle school and high school. The construction has started in November 2019 and will officially enroll in September 2021. It will provide 3960 high-quality quotas from kindergarten to high school;
★The Hainan Maple Leaf International School was established in 1994 with the approval of the Hainan Provincial Department of Education. The school includes kindergartens and elementary schools, middle school and high school, implementing full-level boarding system education and a quality education model integrating Chinese and Western.

Hainan Free Trade Port’s pharmaceutical-related policies mainly include:

★Relying on Boao Lecheng International Medical Tourism in the pilot zone, vigorously develop international medical tourism and high-end medical services, researching on particular medical devices that really need to be imported and with higher tariff rates in the pilot zone to appropriately reduce tariffs;
★Enterprises import self-use production equipment, raw and auxiliary materials are exempted from import duties, import value-added Taxes and consumption taxes;
★goods produced by encouraged industrial enterprises that do not contain imported materials or contain imported materials that are processed at Hainan Free Trade Port with a value adding of more than 30% (inclusive) are exempted from import duties and levied Import value-added tax and consumption tax in accordance with regulations when entering the mainland through the "second line".
